    Whenever I've installed slicks on pocket bike wheels. I've left the valve core in place, and used a 12v car pump to inflate. I have had to push down on the tyre a little with the wheel in the orientation it would be on the goped.

    The Bead didn't pop, it will only usually pop if you're rapidly inflating the tyre. Gradual inflation such as the method I used won't cause a pop sound.

    Lighter fluid method perhaps? Ether works as well. Pretty much any flammable in a can. The sudden expansion might make the tire seat more even and then you can add air to it quickly after.
